This report summarizes various upgrade considerations for the existing standard for Common Format for Transient Data Exchange (COMTRADE).

The IEEE COMTRADE standard has been in existence since 1991. As new computer capabilities and industry needs have arisen, the COMTRADE standard has been updated to keep pace. The specification of the COMTRADE format by IEC 61850 highlighted the need for sample-by-sample data quality to be integrated with oscillography as well XML-based configuration parameters. To support this upgrade and to identify other potential improvements, an IEEE Power System Relaying and Control (PSRC) Committee Working Group (WG) H35 prepared this report of considerations for incorporation into a future version of the COMTRADE standard. A basic tenet of the WG considerations was that any changes to the standard must be backward compatible.
