This panel session contains the following presentations:
1. The Progress of Study on High Burning Point Insulating Oil
With the increasing of the quantity of transformers, the fire- proof level of transformers is growing higher. However, the most usual insulating oil, mineral oil, has low burning point. Meanwhile, mineral oil also has environment and resource problems. A new kind of insulating oil that has higher burning point, and is environmental friendly and renewable to replace mineral oil is needed. This paper summarizes the progress of study on three kinds of high burning point insulating oil, which are silicon oil, vegetable oil and synthetic ester oil, and prospects the future research of high burning point of insulating oil.

2. Comprehensive Judgment of Transformer Winding Deformation and Case Analysis
Through the power outage test of the transformer with abnormal state evaluation, several transformer winding deformation defects were found, which provides a diagnostic example for transformer comprehensive state evaluation and abnormal insulation resistance primary judgment winding. Test maintenance personnel first according to the transformer insulation resistance abnormal drop problem, comprehensive analysis of oil chromatography, preliminary diagnosis of its internal winding problem. After that, according to transformer short circuit impedance test, frequency response test and winding capacitance comprehensive analysis, it is inferred that the winding has serious deformation. Combined with the operation of the main transformer over the years and The Times of short-circuit impact, the cause of winding deformation is analyzed comprehensively. Through disassembly analysis, it is found that the transformer windings have different degrees of deformation, which verifies the test and diagnosis results. Through the preventive test, many transformer latent faults are found and avoided in advance, and the comprehensive judgment method of transformer winding deformation is given, which has certain significance for transformer operation and maintenance.

3. Review on Education Plan of Electrical Engineering with ABET Accreditation in China and America
In this paper, we investigate the education situation of Electrical Engineering in some universities accredited by the Accreditation Board for Engineering and Technology (ABET) in China and America. First, we investigate universities with ABET accreditation in China. And then, we comparatively analyze the education plans of some Chinese universities, whose Electrical Engineering has passed the ABET certification to find the similarities and differences in the major construction of Electrical Engineering. The analysis is in the aspects of education objectives, curriculum requirements and credit requirements. After that, the major construction of 8 American universities with ABET certification is investigated. And we also analyze the similarities and differences in the major construction of Electrical Engineering between Chinese universities and American universities. Finally, it is concluded that Chinese universities have their own characteristics in major construction. Compared with Chinese universities, American universities attach more importance to interdisciplinary integration and general education. These works can help to learn from the experience of American universities and provide ideas to reach the ABET accreditation standard faster for Chinese universities.
