This panel will discuss challenges and needs in planning, operations, engineering, etc., already experienced or expected to become dominant in grids with high penetration of IBRs. The reliability gaps and recommendations to address diverse issues including Electromagnetic Transients (EMT) studies; system protection; loss of inertia; Subsynchronous Oscillations (SSO) and Subsynchronous Control Instability (SSCI); Power oscillation damping (POD); IBR Controller Interactions; Offshore Wind Transmission; Harmonic resonances due to converter-driven fast interactions; Hybrid IBR Plants; Ramp rates, etc., will be discussed. Several of these IBR related issues relate to interactions of IBRs with HVDC and FACTS systems in the grid. The findings of a recent white paper related to the above topics, which is about to be published by NERC Inverter-Based Resource Performance Subcommittee IRPS will also be presented.
