On September 17, 2020, the Federal Energy Regulatory Commission (FERC) released Order 2222 which aims to enable participation of distributed energy resources (DERs) aggregations in wholesale electricity markets. EPRI initiated the FERC Order 2222 Collaborative Forum at the end of 2020 to bring stakeholder together to discuss the key challenges associated with the order, recognize any remaining gaps across the different focus areas of the order, and establish a roadmap for the pragmatic implementation of the order. Participation in this Collaborative Forum has included 900+ individual participants across 30+ utility companies. This panel session summarizes those activities, makes the case for continued and increased collaboration between stakeholders, and highlights the remaining technical challenges that must be addressed by the power and energy systems community prior to full implementation of Order 2222. Key topics include wholesale market design, operation, and DER Aggregation participation models, transmission and distribution system operation and planning with active DERs, communication and coordination across multiple entities, data exchange, cyber security, and metering and telemetry, and issues related to dual participation and double counting prevention.
