This panel will review positive and negative impacts of HVDC transmission on system resilience including cybersecurity issues related to SCADA, WAMPAC (wide area measurement protection and control), power systems controls, operator errors due to lack of situational awareness, misconfiguration or other settings errors. Potential vulnerabilities that HVDC and FACTS systems inherit from the bulk power system through SCADA and other communication systems will be reviewed with an emphasis on how communications for HVDC protection and control differ from those for conventional ac systems. HVDC and FACTS systems also have the ability to improve the resilience of the bulk power system. LCC systems, VSC based systems, and multiterminal DC grids will be compared in terms of their abilities to impact system resilience. Potential detection and mitigation ideas will be presented.
