This report aims to
1) identify and define different types of flexibility services from Behind-the-Meter (BTM) Distributed Energy Resources (DERs) and loads,
2) identify the benefits of BTM DERs and "load flexibility" for power system security, reliability, and resilience,
3) review and explore state-of-the-art approaches for DERs and load flexibility estimation, uncertainty quantification (UQ), and control,
4) present potential market structure for BTM-DERs, including market design, emerging market models, implementation challenges and opportunities and
5) provide future needs and recommendations for harnessing the flexibility from BTM DERs and loads from algorithms and analytics, computational, market design, cyber infrastructure and security as well as hardware and software development.
